Annapolis Police Charge Pasadena Man in Hit-and-Run

The accident happened in August 2011 and police identified the vehicle through an extensive investigation.

 

Annapolis police said they arrested and charged a Pasadena man in connection with a hit-and-run accident on Forest Drive involving a bicyclist.

Police said the accident occurred on Aug. 23, 2011, in the area of 1342 Forest Dr., according to a press release. Police said Manuel Minche, 20, was riding his bike on Forest Drive when he was struck from behind.

Minche reportedly suffered serious injuries and was flown to the Maryland Shock Trauma Center in Baltimore.

According to the release, witnesses told police Minche was hit by a minivan. Officers found a passenger-side mirror with blue painter’s tape on it at the scene, police said.

Police eventually determined the vehicle was a 2001 Dodge van and even more witnesses gave police information about a possible driver and vehicle, according to the release.

Police located the vehicle and identified the registered owner and possible driver.

Police arrested Jason Ryan Bowen, 30, of the 7900 block of Colchester Court in Pasadena on Jan. 10 and he faces multiple charges in connection with the incident. In the release, police said they recovered evidence that showed Bowen was in the area at the time of the accident.

Bowen is charged with:

  • Failure to immediately stop a vehicle at the scene of an accident involving bodily injury.
  • Failure of vehicle driver injury accident to furnish required identification and license.
  • Reckless driving.
  • Negligent driving.
  • Failure to control speed to avoid a collision.
  • Failure to use due care to avoid a pedestrian collision.

Bowen was given $100,000 bond and, after a bail hearing, was released on his own recognizance, according to the release.

It is heartening to see that in the past few days 2 of these instances have been elevated to the point where a suspect was found. Hopefully, for the family of Jim Schreiber, the same will come about in the fatal hit and run from August 2011 on Route 100 at 8AM that left his wife a widow and his 2 small children fatherless. Hopefully someone with knowledge will search their conscience and do the right thing.
