Annapolis Woman Charged in Connection With Murder For Hire

Police say Cynthia Lisa Mills, 47, of Annapolis, helped in planning to murder the wife of the man she was having an affair with.

An Annapolis woman faces multiple charges in connection with a murder for hire plot, according to Anne Arundel County Police.

Officers arrested Cynthia Lisa Mills, 47, of Annapolis on Friday afternoon. Police said Mills was having an affair with Wendell Brian Mansel and helped him hire a hitman to murder his wife.

Police in Leesburg, VA arrested Mansel in August after he reportedly traveled there for a final meeting with an undercover officer posing as a hitman. Mansel reportedly approached a Leesburg man about wanting to find a contract killer to murder his wife in early 2012, but the man went to the police.

A grand jury indicted Mansel on charges of attempted capital murder and solicitation to commit murder in a Loudoun County Circuit Court in October.

During the investigation Police said they learned about Mansel's affair. They investigated Mills and learned that she provided some of the money used to pay the undercover officer—who posed as a hitman. Police also believe she helped plan the murder.

She's charged with conspiracy to commit first-degree murder, solicitation of murder and attempted first-degree murder.

Mills turned herself in and is being held without bond.
