The secret costumer was busy keeping up with the latest fashions at the Maryland Department of Agriculture.
Who decorates the two stone cows at the entrance to the Maryland Department of Agriculture on Harry S Truman Parkway is still a mystery.
And that just adds to the fun, said Julie Oberg, department spokeswoman.
"Our employees and the local community really enjoy driving by or walking by and seeing the creative designs that pop up," she said.
Last week the two bovines were decked out in festive St. Patrick's Day party hats and shamrocks. Prior to that Oberg said the cows were in their cold-weather gear of winter hats.
If past years are any indication, next up for the list for costume changes — Easter bonnets.
Oberg said she has been with the department for about eight years and can remember the mystery decorations since then.
Other costumes have found the cows ready for the pool with swim goggles and beach towels and another had them ready to head back to school, complete with backpacks full of school supplies.
