I am very sorry to hear of the theft and this couple's peril. Crime is always associated with parking garages. A 1999 Department of Justice Survey lists parking garages as the second and third most likely site of non-violent and violent crime, respectively. And this is EXACTLY the type of behavior that I fear having next to an elementary school if the city gets their way.
