An Annapolis man was chased down and tackled by a witness, and ultimately arrested after he broke into a parked car in Severna Park Wednesday afternoon, police said.

Police said at 7:20 p.m. Wednesday a man was returning to his car in a parking lot at 763 Baltimore Annapolis Blvd. when he noticed a man in the front driver’s side of his car.

According to a release, the victim yelled “Hey that’s my car,” and the suspect then ran away. The car owner chased after the suspect, who dropped a cellphone that belonged to the owner. The owner then used the phone to call 911.

While chasing the suspect, the car owner alerted other people nearby by yelling, “Hey, that guy broke into my car,” which caused a witness in the area to also start chasing the suspect, police said.

The witness saw the suspect begin to throw items from his pants, as he continued to run. Police said the witness followed the suspect to a house in the 40th block of Hatton Drive, where he saw him take a bike, which was later found to have belonged to the homeowners.

As the suspect tried to leave on the bike, police said the witness tackled man and detained him until the police arrived.

The car owner recovered one of his cell phones, but additional property was still missing, police said.

The suspect was identified as Garrett Randall Sullivan, 22, of the 2000 block of Summerview Way in Annapolis. According to online documents, Sullivan was charged with theft between $1,000 to $10,000 and two counts of theft less than a $1,000.

Sullivan was previously arrested in July for attempted theft of generators in the Arnold area, along with two others.

He needs to be sent to his room until he learns how to behave!

This just happened in downtown Annapolis a few weeks ago also! Someone stole a cell phone in a coffee shop and some men on Main St chased him down and tackled him!!!

So he was arrested in July for stealing generators...and he is free to terrorize again in August. Does anyone else see a problem with this? Hopefully this poor soul will be put away for a long time once and for all.

What a clown, can't even make it as a serial thief. Making his parents proud. Grab an orange suit spend a year picking up trash along Rt. 2. You've established your 'street cred'.
