Proposed Housing Development Concerns Annapolis Neck Residents

Annapolis Planning Commission to discuss the proposal to build townhouses and single-family homes during meeting at 7:30 p.m. Thursday.

The Annapolis Planning Commission is scheduled to discuss the proposal for a off of Annapolis Neck Road.

The Reserve at Quiet Waters is slated to include 158 lots for 74 townhouse units and 84 single-family homes. The 40-plus-acre development would basically be behind the small shopping center that is home to Muddy Paws.

The planning commission is scheduled to meet at 7:30 p.m. Thursday in City Council chambers.

QW Properties LLC are the property owners, according to city documents and Chesapeake Realty Partners are the developers.

It also could mean increased traffic on Forest Drive, as well as significant changes for drivers on Hillsmere Drive and the entrance to Quiet Waters Park. The Hillsmere Shores Improvement Association (HSIA) has contacted its members over the potential increase in traffic and are asking residents to share their concerns.

In an email to residents on Tuesday, HSIA President Bill Shuman said he had been told last year that a connection to Hillsmere Drive was not being considered.

"However, the traffic study released today suggests two alternatives to connecting to Forest Drive directly," Shuman wrote.

He said one alternative is a road connecting to Hillsmere Drive at the entrance to Quiet Waters Park that would allow left turns only. And the other is an 80-foot diameter traffic circle at the park entrance.

"Either of these would have a very detrimental effect on getting in and out of Hillsmere," he said in the email. "Imagine the Key School traffic competing with the traffic coming out of the new development in the morning. A circle would be even worse."

He urged residents to attend Thursday's meeting at 7:30 p.m. in City Council chambers or to email NoTrafficCircle@hillsmereshores.net to express their concerns.

Shuman said the emails will be sent to County Executive John Leopold, county councilman Chris Trumbauer, Mayor Josh Cohen, Annapolis City Planner Jon Arason, and all members of the Annapolis City Council.

Here's more relevant info. Forcing the city to include amenities (pool, basketball court, picnic pavilion, playground, etc) within the subdivision would substantially reduce trips on Forest Drive. Currently minimal amenities (tot lot) planned and no active space for kids, with nothing built until 75% of the houses sold. Would you want to buy a house like that? Would that appeal to people who invest their time and effort in making our larger community enhanced? Don't think so.

New Traffic Study - One of the 3 alternatives evaluated is a traffic light on Forest Drive at Annapolis Neck Rd/Martha Court. This would be the safest and least impacting option for new and existing residents. Its the fender benders and fatal crashes that cause the huge traffic backups, like the one at 4:30 pm yesterday on Forest. Traffic study noted speeds of 55 mph (outbound) and 50 mph (inbound) on Forest measured in study. Call city Planning if you want a copy of the study, or ask them to post on website.

The area is already congested enough. The congestion is so great that my car insurance costs more now that I live in the Annapolis Neck neighborhood than when I lived in Northwest Washington, DC. My insurance company explained that the population density and traffic density on the neighborhoods limited roadways has led to more car accidents, especially involving high-end vehicles, and they have to charge more to insure cars here than in a city with its well-known crime rate! We do not need even more houses and cars to make Annapolis Neck a glorified parking lot.

Unfortunately this land was annexed by the City so they can build higher density housing that we all dread. I don't begrudge others wanting to live here - it's a wonderful part of the County. However, there are lots of homes for sale already. if the houses must be here, the only logical entrance is Forest Dr only. As it is now, patrons of Quiet Waters and the two shopping centers often cross Hillsmere Dr at their own risk. I can't image how many accidents would happen with hundreds of cars trying to turn left onto Hillsmere Dr. to get to Forest Dr.
