The three-car accident that occurred on Thursday resulted in one person being seriously injured, according to a fire department official.
New equipment being installed at a substation caused an outage for approximately 5,000 Annapolis residents, said a BGE spokesperson.
Police said Mark Eugene Elmer of Odenton displayed a badge in the parking lot of Buffalo Wild Wings in Annapolis.
Gary Giordano, a Gaithersburg resident, was found naked with a woman inside a vehicle.
The fire occurred early Tuesday morning and the residents escaped without injury.

The driver was arrested for several traffic violations and resisting arrest.
An article in the Maryland Gazette on Saturday reported that Brian McDevitt, the Pasadena man who died in an accident earlier this year, had alcohol in his system and was excessively speeding.
In separate incidents on Thursday, a crash occurred near Route 50 at Interstate 97 and a man crashed into a house in Eastport.
