The owner of the building that is slated to become Factors Row restaurant in Annapolis has failed to meet city deadlines for structural repairs.
The owner of 26 Market Space will start receiving citations and fines from the city as early as Oct. 1 for his failure to meet deadlines set by Annapolis for structural repairs. The city is citing building owner Dana Florestano for four repairs that it says have yet to be completed. A laundry list of repairs was outlined in a letter sent by Mayor Josh Cohen to Florestano in May after the Historic Preservation Commission noticed the building had significantly deteriorated, and a Sept. 4 deadline was set. The commission voted to give owner Dana Florestano an extension at its Aug. 23 and Sept. 11 meetings providing he submitted a letter from his engineer that outlined how the repairs were coming along and when the work would be complete. …

The Historic Preservation Commission voted unanimously to not issue citations after the Sept. 4 deadline for repairs if the owner agrees to continue work on a laundry list of improvements.
The Annapolis Historic Preservation Committee voted to allow the owner of the Factors Row property more time to stabilize the historic building if he promised to continue making repairs. "What I’m most interested in is getting the property owner to accept these suggestions," said committee Chairman Sharon Kennedy. "This is the laundry list, and you need to agree to the laundry list, and then we have can a conversation about the timing of the laundry list." The laundry list of suggestions is based on a letter sent by Mayor Josh Cohen on May 8 notifying Dana Florestano, the owner of 26 Market Space, that the building was in violation of the demolition by neglect provision of the Annapolis historic district zoning ordinance. 26 Market Space has been vacant since 2007, and construction has been stalled until recently.
To pedestrians passing by 26 Market Space, the building looks much as it has for the last several years. But on the inside, a construction crew is hard at work. They're working long hours in extreme summer temperatures to transform the former Riordan's Restaurant into a new, downtown dining destination called Factors Row. “When it’s all said and done the only thing that will be old is the beams and the brick and some of the old windows,” said building tenant Bruce Gardner. The building was constructed in 1771, and it has been vacant since 2007 when Riordan's closed its doors. Gardner, an Eastport resident, has been trying to build Factors Row since 2009. Construction crews work more than two months stabilizing the north wall of 26 Market Space to make it safe enough for cars, people.
The city pulled back a fence on Fleet Street Friday afternoon to allow vehicular traffic for the first time since April 13. Annapolis' Director of Neighborhood and Environmental Programs Maria Broadbent closed the street after she received a letter from Dana Florestano, owner of 26 Market Space, regarding the structural integrity of his building's north wall. "The original concern that we got was that it could come down," Broadbent said. "The letter from his engineer said that there was imminent danger of the wall collapsing, and my job is primarily is to protect the public. So, I really didn't have a choice but to close the street." The building owner has one month to complete the initial phase of stabilization work.
The Annapolis Historic Preservation Committee voted to allow the owner of the Factors Row property to stabilize the historic building. During the commission's meeeting on Friday, it ruled that building owner Dana Florestano could make masonry repairs and install steel reinforced bracing on the Fleet Street walls of the property, according to a city news release. Florestano has one month to complete the first phase of stabilization on the building, which has been vacant for a number of years, the release states. He said the initial work is expected to start before June 4 and be completed no later than June 14. Long term work is expected to finished by Aug. 31. this coming from the fools that can get the market house right, and with a lot of empty stores down west st and in town . You think they would kiss someones ass that was willing to open a shop in town.
