A longtime advocate for downtown Annapolis issues, Joe Budge was recently selected as the new city councilman for Ward 1. Budge was chosen by the Annapolis Democratic Central Committee on April 30 as the successor to former Alderman Dick Israel, who stepped down from the Ward 1 seat in April because he was relocating to outside the city. Mayor Josh Cohen said Budge has proven to be a leader in addressing downtown issues in the past, according to a city press release. ”Dick Israel leaves large shoes to fill, but Joe will be able to hit the ground running and continue Dick's legacy of thoughtful and collaborative leadership for Ward One and the city," Cohen said. Budge said guiding the city through the upcoming City Dock renovation will be …

Jared Littman assumed the Ward 5 seat in January, following the resignation of former alderman Mathew Silverman in November.
Ward 5 Alderman Jared Littmann has announced his intent to campaign as an incumbent for his seat in the 2013 Annapolis city election. Littmann, who owns the K&B True Value hardware store on Forest Drive, took over the Ward 5 seat in January for former Alderman Mathew Silverman, who resigned on Nov. 30. Reached by phone Tuesday, Littmann said he feels he's over the learning curve of life as an alderman, and wants to continue serving his ward for a full term in office. "I found that I've been able to balance my full-time job and be available to my kids, coach their teams, be home in time for bedtime stories ... and still do a good job as alderman," Littmann said. "I think some of that initial crush has weaned off a little bit. I can kind of…

The city's downtown alderman resigned Monday due to continuing health concerns.
Following the resignation of Annapolis Alderman Richard E. Israel this week, city officials are beginning the search for his replacement. Israel, 70, a Ward 1 Alderman with the City Council, chose to step down from his public seat eight months before his second term was up, due to health concerns. Israel is diagnosed with Parkinson's disease. He plans to move to a senior community in Edgewater, according to The Capital. Now, the Annapolis Democratic Central Committee must select candidates for Israel's successor, and they have a small window of opportunity to do so before the city's 2013-14 budget is due for a vote in May. Candidates have until April 22 to apply for the position, and must be registered Democrats who have lived in the city'…

Annapolis' aldermen and women debated a bill supporting Angela Wakhweya as she faces removal from office from by Anne Arundel County Council.
The debate over whether to fire Angela Wakhweya, Anne Arundel County's health officer, has spilled over to the Annapolis City Council. At its Monday night meeting, the Council spent nearly 30 minutes discussing whether it would vote on a resolution supporting Wakhweya's continued service at the agency. "I just simply have not heard any negatives associated with Dr. Wakhweya," said Alderman Ken Kirby (D-6th Ward), who drafted the bill. County Council hasn't heard any negatives either, which is why they postponed voting on her dismissal at their Jan. 7 meeting until someone from Maryland's Department of Health and Mental Hygiene provides an explanation. Joshua Sharfstein, the state Secretary of Mental Health and Hygiene, sent a letter to …

Annapolis' newest alderman was sworn in at the City Council meeting on Monday night. Mayor Josh Cohen administered the oath of office to Jard Littmann (D-5th Ward), the owner of K&B True Value hardware store, at the start of the meeting. "It feels wonderful. I feel very honored," Littmann said at the end of the meeting. "I been receiving expressions of support from the public and I've been receiving a lot of phone calls of people who want to have some face time and talk to me, which I've been happy to have." The Annapolis Democratic Central Committee appointed Littmann to the position in December after Mathew Silverman resigned citing increased obligations at his day job due to a promotion. Littmann, who owns K&B True Value Hardware, will replace first-term alderman Mathew Silverman who resigned earlier this month citing increased work obligations.
Jared Littmann, the owner of K&B True Value hardware store, is the next alderman for Ward 5 thanks to a 5-2 vote by the Annapolis Democratic Central Committee on Monday night. "I'm truly flattered," Littmann said. "Coming in here and listening to what each of the other three candidates had to say, I was very impressed." Littmann beat out former state senator John Giannetti, Arnold Smith and Tracy McGranaghan for the job. The hearing took about two hours, but deliberations took less than 10 minutes and were conducted in a closed session at the Pip Moyer Recreation Center. About 30 people showed up for the appointment hearing, which was triggered when first-term alderman Mathew Silverman resigned on Nov. 30. Silverman said increased …
The plant, which will likely break ground this spring, will be the largest construction project ever in Annapolis.
The way Annapolis gets its drinking water will change in 2014 thanks to a 5-2 vote by City Council to approve up to $35 million for a new water treatment plant. "I'm very happy that we are moving forward on this," Mayor Josh Cohen said. "The council originally approved up to $50 million ... This is a 30 percent overall savings." Alderman Fred Paone (R-2nd Ward) and Alderman Richard Israel (D-1st Ward) voted against the bill amending the city's capital improvement program. The amendment gives city officials permission to issue bonds and take out loans to pay for the new plant. The current plant, which was built in 1929, had long surpassed its life expectancy and maintaining the aging facility has become a burden. "It's like owning a 1950s …

Annapolis City Council unanimously voted instead to take at least 90 days to completely re-work the legislation.
A short-term fix for Annapolis' affordable housing program has been tabled by City Council in favor of overhauling the entire law. "I think that we really do need to go back to the drawing board, and I’m not sure that this fix is coming close to doing that," Alderman Ross Arnett (D-8th Ward) said. "Every time we look at it more questions come up. I would argue at a minimum that we postpone and send this back to committee to really explore this program." The program is the Moderately Priced Dwelling Unit (MPDU) Law, which passed in 2004. It requires new developments with more than 10 units to provide 12 percent of its homes and 6 percent of its rentals for less than market value. People who live or work within city limits are eligible to …
