Leopold Opponents Appeased with Guilty Verdict

The Anne Arundel county executive was found guilty on two counts of misconduct in office on Tuesday.

When Anne Arundel County Executive John Leopold was found guilty on two counts of misconduct in office, a number of his former employees and political opponents were watching. "I'm very happy about at least two out of the four counts," Joan Harris said. Harris is a former county employee who, along with Karla Hamner, has filed a discrimination lawsuit against Leopold in U.S. District Court. Judge Dennis Sweeney found Leopold guilty on two of the four counts of misconduct in office brought by the state prosecutor's office. Leopold was also found not guilty on the fifth—and most serious—charge of fraudulent misappropriation by a fiduciary. That count carried a sentence of up to five years in prison. In his decision, Sweeney said Leopold …

Snowden Resigns From Maryland Attorney General's Office

The director for civil rights was convicted of misdemeanor possession of marijuana in November.

Maryland's Attorney General's Office has confirmed that Carl Snowden resigned as the office's director for civil rights effective Jan. 8. "Because the letter is a personnel matter, we are not disclosing any of the contents of the letter," Deputy Communications Director Alan Brody said. "If he wants to do so, he is free to do so." Snowden, who is also the chairman of Housing Authority for the City of Annapolis (HACA), was convicted of misdemeanor possession of marijuana in November. He was arrested in April with co-defendant Anthony Hill after Baltimore City police officers discovered a cigar containing marijuana in the center cup holder of Snowden's 2010 Honda Pilot. "It has been my privilege and pleasure to serve Marylanders over the last…

Mayor Supports Snowden Despite Marijuana Conviction

The Annapolis mayor says he wants Carl Snowden to continue as chairman of the housing authority.

Mayor Josh Cohen supports keeping Carl Snowden as chairman of the Housing Authority for the City of Annapolis despite Snowden's conviction for marijuana possession. "I support the direction HACA has been going in," Cohen said. "I want to see that continue, and I think Carl has been doing an outstanding job." The seven-member board, which oversees Annapolis' public housing, is appointed by the mayor to five-year terms. Snowden's term is set to expire in 2014. While the board chooses its own chair, City Council can remove members from the board. Cohen said he has no plans to take that step. A Baltimore City Circuit Court jury unanimously convicted Snowden of misdemeanor possession on Tuesday. He was arrested in April with co-defendant …

Irony at its finest.. A man that weasels his way onto the Board just to protect family members that sell drugs and have them removed from the "banning list" that is in place to prevent drug dealers and thugs from being on HACA properties?? How is it that he himself is not banned with drug a drug conviction and if so how would he go to work at HACA.. Wasn't that his civil liberties crusade??   more ›

Jury Finds Snowden Guilty of Marijuana Possession

Judge sentences Snowden to a year of supervised probation and the completion of a drug treatment program.

Carl Snowden, chairman of the Annapolis' Housing Authority, was found guilty of misdemeanor possession of marijuana by a Baltimore City Circuit Court jury on Tuesday. Judge Michael Reed sentenced Snowden—who served three terms on the Annapolis City Council—to a 60-day suspended sentence with a year of supervised probation. Snowden will have to complete a drug treatment program as well. Snowden said he was surprised by the verdict. "I am not an irresponsible individual," Snowden said. He asked for a probation before judgement, which would keep the conviction off his record and theoretically allow him to continue his life in public service—something that Snowden said was most important to him. The judge said he will decide on whether to …

This is intriguing at the least. Mr. Snowden has long had a need to complete a rehab program be it drug or alcohol and has been given far too many passes as is. The support from the political community in Annapolis is astounding considering his previous convictions. There are surely others in the community far better qualified to hold his position. While he has without any doubt served the …   more ›

Jury Deliberating Snowden Marijuana Case

Jurors in a Baltimore City Circuit Court spent more than an hour deliberating whether the chair of Annapolis' Housing Authority is guilty of marijuana possession.

A Baltimore City Circuit Court jury is deciding whether Carl Snowden, chairman of the Housing Authority of the city of Annapolis, is guilty of misdemeanor marijuana possession. The jury deliberated for more than an hour on Monday, but was unable to reach a verdict. Police arrested Snowden and his co-defendant Anthony Hill near Druid Hill Park in Baltimore on April 19 after officers discovered a cigar containing marijuana in the center cup holder of Snowden's 2010 Honda Pilot. The case hinges on whether jurors believe Snowden was using the marijuana. Snowden maintains that the cigar belonged to Hill, who pleaded guilty to possession in June. "Just because Mr. Hill is saying it's my marijuana doesn't mean Mr. Snowden didn't also possess it…

Why was he in the car with a convicted drug user AND sex offender? The smell of Marijuana can't be missed. Shouldn't he have destroyed the cigar when he knew it was Marijuana? Shouldn't he have asked the user to get out of his car if he was using? If he wasn't using, wasn't he aiding the user? Why were they stopped by an unmarked car to begin with? Was he being followed for a reason? This is so …   more ›

Carl Snowden Threatens to Sue 'The Capital'

At the end of a Tuesday night Annapolis Housing Authority meeting, Snowden accused the newspaper of unfair and erroneous coverage.

Carl Snowden, the beleaguered civil rights director for the Maryland Attorney General's Office, implied that he would pursue legal action against The Capital at an Annapolis Housing Authority meeting Tuesday night. Snowden is also the chairman of the Housing Authority's Board of Commissioners. The Capital journalist Elisha Sauers writes that Snowden delivered an unexpected 20-minute tirade against the newspaper, which he reportedly accused of providing unfair and inaccurate coverage of him. "When I see a newspaper recklessly print information without checking the facts … I move aggressively, and I use the courts," Snowden said at the meeting, according to Sauers' article. Tom Marquardt, editor and publisher of The Capital, told Patch that …

Police Release Details of Snowden's Arrest

Baltimore police said Carl O. Snowden was in a parked car with a sex offender on Friday.

Baltimore police released the details surrounding Friday’s arrest of Carl O. Snowden, stating that the Annapolis civil rights leader was sitting in a parked car with a registered sex offender when officers approached his vehicle, according to The Capital. The police report contradicts the words of Snowden’s attorney, Cary J. Hansel, who said Snowden was pulled over for a broken tail light. Snowden, the civil rights director of the Maryland Attorney General’s Office, was charged with marijuana possession in Baltimore on Friday, according to online court records. The Capital reported that the police statement said officers approached a 2010 Honda Pilot with Snowden in the driver’s seat and smelled a “strong odor” of marijuana. A registered …

Carl Snowden Faces Marijuana Possession Charges

Reports say the civil rights director of the Maryland Attorney General’s Office was charged on Friday.

Carl O. Snowden, the civil rights director of the Maryland Attorney General’s Office, was charged with marijuana possession in Baltimore on Friday, according to online court records.  Snowden's attorney told The Capital that he is confident Snowden will be found not guilty of the drug charge and that he was with another person in his car Friday when he was pulled over by police for a broken tail light. Snowden is scheduled for a May 3 court date in Baltimore, according to online records. WJZ-TV reported that Snowden filed a $20 million lawsuit against Anne Arundel County Executive John R. Leopold for having a dossier complied against him. Snowden said he would take a sabbatical from the attorney general's office to pursue charges without a…

ACLU Seeks Details on Leopold's Alleged 'Enemies List'

The group has filed a request for information about accusations that the county executive used police officers to build "dossiers" against political opponents.

The Maryland office of the American Civil Liberties Union (ACLU) is demanding more details about an alleged “enemies list” held by Anne Arundel County Executive John R. Leopold, and accused him of violating the First Amendment. The ACLU said Wednesday in a press release that it has lodged a public information request to both the county executive and Anne Arundel County Police Department, and plan to send a letter to the County Council requesting an investigation.  Leopold was indicted Friday on charges that he used his security detail improperly to conduct personal business and destroy campaign signs of an opponent. The indictment includes allegations that he instructed members of his security detail to produce dossiers on his political …
