The re-opening of the Market House at City Dock in Annapolis could be delayed up to four weeks while city and state agencies wrangle over renovations.
Business owners around City Dock were not surprised when they heard that the Market House will likely miss its Oct. 1 opening by about four weeks, according to the Baltimore Sun. Buddy's Crabs and Ribs owner Kevin Blonder said he's grown indifferent about the issue. "Well, we would like to be open obviously. The more attractions there are downtown the better it is for all guests," Blonder said. "But there were a lot of things they had to get done." Those things include a review of interior and exterior plans for Market House by the Maryland Historical Trust. The city plans to open the historic market in fall.
A historic downtown market is getting ready to open its doors this fall. In a city news release, Annapolis Mayor Josh Cohen announced that vendor applications for the Market House are now available through the Department of Public Works. "I am thrilled that we are on track to begin a new chapter for the Market House," Cohen said in the statement. "The Market House is authentically Annapolis, and it is a core responsibility of City government. Reopening it is critical to downtown’s economy and to our identity as a community." The City Council voted 5-4 Monday night to spend $300,000 to add women's bathrooms and redesign the interior of the City Dock centerpiece.
Annapolis City Council narrowly approved spending $300,000 on another round of Market House renovations that city officials said should help make the troubled, downtown landmark more attractive and profitable. The issue split the council Monday night, with the vote passing 5-4. Those voting to spend the money were Mayor Josh Cohen, Aldermen Richard Israel, Classie Hoyle, Sheila Finlayson and Kenneth Kirby. Council to consider spending about $300,000 to help make the interior more accommodating for diners and customers.
The question to spend another $300,000 on the Market House in downtown Annapolis set off yet another lengthy debate at City Council's last meeting. Alderman Ross Arnett (D-Ward 8) while again voicing his concern of spending more money on the troubled City Dock landmark, said he also was concerned that the request for money came to council before it was reviewed by the Finance Committee. The council held off a decision that night and referred the funding request back to the committee, which Arnett chairs. The spaces will be free as work continues on the installation of the geothermal heating and cooling units.
Annapolis officials said the parking spaces along Market Space will be free as workers continue to drill wells for a new geothermal heating and cooling system for the Market House. Mayor Josh Cohen said the move to provide the two-hour spots for free is an attempt to support the businesses located along the street, according to a release. There are 17 affected spaces. Delivery parking on the street must be made available Monday though Friday from 7 to 11 a.m. Free parking is available after 11 a.m. One lane of traffic is open in Market Space during construction and all sidewalks are open. Drilling to install the geothermal wells to help cool and heat the Market House is set to begin Monday morning. The work is expected to last until about mid-March, Lisa Grieco of the Annapolis planning and zoning department, said during a council workshop on Friday. Pedestrian traffic will not be affected and one lane of traffic will be open on Market Place during construction, according to a press release from the city. Delivery parking in Hopkins Plaza will be available on weekdays until 11 a.m. Workers will install 20 geothermal wells, Grieco said. Legislation to be discussed includes the Market House, alarm registration and the presence of vendors at an upcoming City Dock event.
The Annapolis City Council will meet tonight at 7:30 p.m. at City Hall. The council will hold a public hearing on an ordinance that aims to "revise and establish policies with respect to the Market House and open-air markets and authorizing the Mayor to enter into leases with vendors at the Market House on behalf of the City for terms not to exceed five years." The drafted legislation accompanies this story. In March, the city council approved legislation to open the Market House temporarily on a short-basis starting in July. Several months later, a Market House manager was hired under a short-term contract. Nine vendors were selected under 6-month contracts, and in July it opened. From now through the end of the boat shows on Oct. 17 part of Market Space is being used for extra outdoor seating near the Market House. According to a recent news release from the city of Annapolis, 10 4’x4’ tables with four chairs each are set up along the nine parking spots adjacent to Hopkins’ Plaza. The extra seating is part of a pilot program and each table will have flowers provided by Homestead Gardens. This trial project follows the City Dock Advisory Committee’s recent initiatives and “will provide feedback and direction as the redesign of Hopkins Plaza and Market Space gets underway,” according to the release. When Mayor Joshua J. Cohen saw an opportunity to exhibit this city's talents and promote local businesses, he gladly accepted. Since Annapolis is a musical mecca, Cohen and the Market House vendors teamed up to offer a free concert series featuring local musicians.
