Home Burglary Thwarted In Annapolis, Severna Park Suspect Arrested: Police

ANNAPOLIS, MD - Police said they arrested a Severna Park man accused of trying to break into an Annapolis home on Saturday.

Officers identified the suspect as Daniel Nowicki, 51.

Authorities said they were called to the 100 block of Tucker Street around 11:03 p.m. for a burglary in progress. 

The caller reported that she heard somebody breaking glass and trying to enter her home, a press release said.

Police said they found Nowicki standing in the driveway.

Officers said their investigation shows that Nowicki destroyed property outside the home before trying to enter.

Authorities said they arrested Nowicki and took him to the Jennifer Road Detention Center, where he was charged with burglary and destruction of property.

The Annapolis Police Department said Nowicki was released on his own recognizance.

So the person was released on his own recognizance? Can we think this through for a second?  I tend to think the "recognizance" is a bit questionable considering what they were caught doing.  Help me make this make sense!
